Template Troubles

I consider myself pretty good with a computer and all its functions. Which is why im so annoyed right now! I can not figure out how to change my blog background! I have done this so many times in the past and each time TA-DA, success..but not this time. {insert crank face here}

Maybe you can check my mistake
I select the "Design" tab
then "Template Designer"
then I choose my background
hit Done
then Apply to Blog. It even states "Template Applied"
+++++++++++++++++++++++++++++++++++++++++++++++

Back to my blog....and.....nothing! NO change to the background...
